CASE STUDY

Large-Scale Estate Management for Developers

Duporth Development CIC (Two Coves), St Austell, Cornwall

Developer-Led Estate Management with Long-Term Stewardship in Mind.

Modbury Estates was appointed as managing agent for the Duporth Development Community Interest Company (DDCIC), also known as Two Coves, following a phased handover from the developer.

The appointment required an estate management partner capable of delivering more than routine administration. The estate’s scale, environmental sensitivity, and mixed-tenure structure demanded a compliance-led, financially robust, and forward-planned management approach that would stand up to long-term scrutiny from residents, directors, and stakeholders.

This case study demonstrates how Modbury Estates supports developers and management companies in ensuring estates are stable, compliant, and sustainable long after practical completion.

The Asset

Two Coves is a substantial residential estate located in Duporth, near St Austell, Cornwall. The development comprises:

  • 315 residential properties across freehold, leasehold, and affordable housing
  • Approximately 6.2 hectares of managed land
  • Extensive woodland areas with mature and specimen trees
  • Public Open Spaces (POS)
  • A private beach with controlled access
  • Play areas and landscaped communal spaces
  • Hard-landscaped shared access routes
  • Two privately owned chalets
The estate presents a complex management profile, combining environmental stewardship, public interface areas, private amenities, and long-term maintenance obligations.

The Brief

The estate required a managing agent able to:

  • Take over from a developer-led handover model and establish robust long-term governance
  • Introduce transparent estate charge budgeting and financial planning
  • Manage sensitive woodland and coastal assets responsibly
  • Ensure compliance with planning obligations and estate covenants
  • Provide confidence to directors, residents, and future stakeholders
Following our appointment, Modbury Estates was subsequently engaged by Acorn Property Group to provide both estate and block management services for The Courtyard, a development within the wider estate. This instruction followed strong performance and positive feedback during the initial estate management phase.

  • Ongoing compliance monitoring aligned with statutory and planning requirements
  • Support to directors to ensure decision-making is properly documented and defensible
Planned & Reactive Maintenance

  • Oversight of larger infrastructure and environmental works
  • Proactive identification of risks to avoid reactive, cost-driven intervention
Health, Safety & Risk Management
  • Regular estate inspections and risk assessments
  • Oversight of health and safety documentation and compliance records
  • Proportionate, auditable processes suitable for large residential estates
Stakeholder & Resident Communication
  • Improved clarity and frequency of communications to residents and directors
  • Structured engagement to support informed decision-making
  • Reduction in friction through consistent, professional estate management processes

Key Intervention: Woodland & Environmental Asset Management

A defining feature of the estate is its extensive woodland and natural environment.
Prior to Modbury Estates’ appointment, there was no structured woodland management strategy in place. Working closely with specialist grounds maintenance contractors and the estate directors, we developed and implemented a five-year rolling woodland management plan, including:
  • Segmentation of woodland areas for phased restoration
  • Clearance and reinstatement of pathways to improve accessibility and safety
  • Removal of invasive species and controlled natural regeneration
  • Replanting of native tree species to support biodiversity and long-term resilience
This approach balances environmental responsibility with financial realism, ensuring the estate’s natural assets are maintained without creating unsustainable future liabilities.

Outcomes & Impact

Since appointment, Modbury Estates has delivered measurable improvements, including:
  • Clearer governance and improved confidence for directors and stakeholders
  • More consistent contractor performance and reduced response times
  • Transparent financial planning supporting long-term estate sustainability
  • A structured approach to managing sensitive environmental assets
  • Improved communication and reduced friction across the estate

The result is an estate that is stable, well-governed, and positioned for long-term success, meeting both resident expectations and developer intent.
